### 3. RS-001事件路径修复

**原问题**: RS-001写入`logs/errors.jsonl`

**修复后** (resume_manager.py:210-215):

### 4. 审计链强制停机 (blocking error)

**原问题**: 审计日志写入失败仅返回False，未强制停机

**修复1** - prompt_registry.py初始化检查 (lines 71-85):
